As the Municipality envisions being declared the first drug-free municipality in the Province of Masbate, LGU Palanas, headed by Mayor Roscelle Alvarez-Eramiz , spearheaded and initiated the construction of Balay Silangan in the Municipal Compound, Poblacion, Palanas, Masbate. ![]()
The blessing, launching, and inauguration of Balay Silangan was held on March 27, 2023. The activity was graced by IA1 Van Dyke Fedilson, PDEA Masbate Provincial Officer, and PLTCol Reynaldo Torlao of PNP Masbate PPO. Also in attendance are Mayor Roscelle Alvarez-Eramiz, LGOO VI Norberto Buenaobra II, MLGOO of Palanas, PCapt. Joel Candelaria of Palanas MPS, Personnel from Palanas MPS, MADAC Members including CSO, and MSWDO Gretchen Ariban.![]()
Balay Silangan is a reformation program that aims to adopt the implementation of a family-based in-house reformation. The program gives intervention, counseling, and livelihood to help drug offenders to become a productive and law-abiding citizens upon being re-integrated into society.

The activity provided a venue to discuss the different roles and responsibilities of the Peace Law Enforcement and Development Support (PLEDS) and Basic Service Delivery Team (BSDT). CPL Ronald Bigata of the 49ID, 902nd Brigade discussed the Threat Situation in the Province of Albay of the five (5) target barangays for the province in conducting the RCSP in Guinobatan and Ligao City. RCSP Focal Person LGOO II Dusheen Marie B. Zamora discussed the updated status and accomplishments of the identified Programs, Projects, and Activities (PPAs) by the Geographically Isolated and Disadvantaged Areas (GIDAs) barangays during the 2021-2022 RCSP implementation. ![]()
Present during the activity were the host City and Municipal Local Government Operations Officers (C/MLGOOs), the head/representative of offices in the Province of Albay, and key personnel of line agencies (NGAs) that provided the commitment for participation during the 2023 RCSP implementation in the delivery of their services to the people, especially on the Solution Seeking Table Dialogues and Serbisyo Caravan.
