IN PHOTOS | A two-day Orientation Seminar on crafting the Magna Carta of the Poor (MCP) – Local Poverty Reduction Action Plan (LPRAP) was held on November 28-29, 2023 at the Avenue Plaza Hotel in Naga City, Camarines Sur. Organized by the National Anti-Poverty Commission’s Local Affairs Coordinating and Monitoring Service (NAPC-LACMS), this event aimed to empower stakeholders in the Region and enhance their understanding and implementation of poverty reduction strategies.
LGOO VII Angela Lourdes V. Astor of DILG Camarines Sur was invited as a resource person. She discussed the Rationalized Planning System and the integration of LPRAP in the Comprehensive Development Plan (CDP). She emphasized the importance of sectoral representation in crafting strategies to combat poverty and address local needs.![]()
The activity was attended by C/MSWDOs, C/MPDCs, C/MAOs, and C/MGOOs from the 37 Cities and Municipalities of Camarines Sur.
DILG 5’s Regional Focal Person (RFP) on Local Planning LGOOV V Ivy S. Ramirez and Regional Information Officer (RIO) LGOO II Frances Ogilvie were also present in the activity. This underscores the Department’s commitment and dedication towards fostering a unified effort to advance the objectives of the MCP-LPRAP.

LOOK | The second Joint National Peace and Order Council (NPOC) and Regional Peace and Order Council (RPOC) Meeting for 2023 was held on November 23, 2023, at the PNP Multi-Purpose Hall, Camp Crame, Quezon City. This was attended by all NPOC Members, RPOC Chairpersons, Vice Chairpersons, RPOC Secretariat Heads and DILG officials. ![]()
The NPOC, under Executive Order (EO) No. 773, Series of 2009, is tasked with coordinating and overseeing the government’s integrated peace and order efforts and affirmative actions and providing an avenue for interdisciplinary discussion and deliberation on key issues affecting peace and order. ![]()
DILG 5’s Regional Director (RD) Atty. Arnaldo E. Escober Jr., CESO V, the RPOC 5 Secretariat Head, was present for the said meeting. He was also joined by RPOC 5 Vice Chairpersons, Major General (MGEN) Adonis R Bajao, Commander of the 9th Infantry Division and Police Brigadier General (PBGEN) Westrimundo D Obinque, Regional Director (RD) of the Police Regional Office 5 (PRO5). Their attendance highlights RPOC 5’s dedication and shared commitment to upholding the directives of EO No. 773 toward addressing the peace and order concerns in the Region.

The sessions provided an in-depth overview of essential protocols and guidelines for cities and municipalities in handling diverse natural disasters.
DILG 5 commenced with a discussion on the Manual on Hydromet Protocols for Cities and Municipalities, with LGOO IV Lysandra Gale Escoto spearheading the topic of Localized Weather Disturbances - shedding light on the specifics and nuances crucial for understanding and preparing for these weather events. Meanwhile, LGOO V Edmund Bañares complemented this discussion by illuminating the protocols specific to typhoons, emphasizing the importance of tailored approaches in disaster preparedness.![]()
Mr. Paul Karson Alanis from DOST-PHIVOLCS delved into Understanding Geologic Hazards, Risks, and Sources and their direct impact on communities. His insights provided participants with some aspects of disaster readiness and urged a holistic approach to mitigate the effects of these hazards.
Speakers from DILG 5 further enriched the manual’s contents, where LGOO VI Leonard Champ E. Navarro II, LGOO V Jessa Encarnacion, and LGOO II Cesar James Bataller navigated the Protocols for Earthquake, Tsunami, and Volcano Disaster Preparedness. This comprehensive breakdown of protocols and strategies aimed to equip the attendees with the knowledge to effectively handle these critical situations.
LGOO V Ivy S. Ramirez culminated the sessions by providing crucial guidance on the workshop, encouraging participants to channel their learnings into practical outputs. This will also translate knowledge into actionable plans, highlighting the applicability of the manual’s contents discussed for day two.

WATCH | DILG 5 proudly showcases its accomplishments under Executive Order No. 70 (EO70). As part of the government's efforts to provide essential infrastructure and social services to geographically isolated barangays, the completed Day Care Center project in Barangay Timbaan, San Andres, Catanduanes is a testament to the success of the FY 2022 Support to Barangay Development Program (SBDP), a hallmark project of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).![]()
This Day Care Center will serve as a conducive learning environment for the children of Barangay Timbaan, providing education to many daycare learners. The construction of this structure is a significant step in the national government's efforts to end insurgency and promote peace and development in the area. The people of Barangay Timbaan are grateful for this opportunity.
