The Regional Validation Committee (RVC) conducts the evaluation for the CY 2022 Gawad KALASAG (KAlamidad at Sakuna LAbanan, SAriling Galing ang Kaligtasan) Seal and Special Awards for Excellence in Disaster Risk Reduction and Management and Humanitarian Assistance on June 27 to July 1, 2022 at the Office of Civil Defense (OCD) 5, Legazpi City, Albay.

The RVC is composed of OCD as the chair of RDRRMC Bicol and DILG, DSWD, DOST, and NEDA as the lead-agencies of the four thematic areas. During the five-day desk evaluation, the RVC reviewed the submitted documents of 87 Local Government Units (LGUs) in the Bicol Region for the Local DRRM Councils and Offices (LDRRMCOs) category for their accomplishments in CY 2021.

As provided for in NDRRMC MC No. 2, s. 2022, the Gawad Kalasag (GK) Seal for LDRRMCO is envisioned to serve as a performance assessment mechanism for all LGUs as they implement the provisions of RA 10121 and other DRRM related policies.

DILG Region 5 is the Vice-Chair of Disaster Preparedness Cluster and plays an important role in the assessment in line with its exercise of general supervision over LGUs. The Department envisions LGUs to build the disaster resilience of their communities through their adherence to national policies, implementation of responsive PPAs, and continuous innovations on DRRM.
