DILG Region 5 recently conducted a three-day workshop for administrative and technical officers for the revision of the Human Resource Management and Development Plan and Citizen’s Charter. Thirty-six (36) participants representing the four divisions in the Regional Office (ORD, FAD, LGCDD and LGMED) and the Program Managers and Planning Officers from the six provinces participated in the workshop. It was held at Sarung Banggui Resort, Sto. Domingo, Albay on September 3,4 and 5, 2013.
Series of workshops were facilitated by RD Blandino Maceda, CESO III, ARD Elouisa T. Pastor, CESO IV and CAO Henedina T. Gonzales to revise the existing Human Resource Management Development Plan for the first two days. RD Maceda started with the presentation of the Organizational Outcome Framework and discussed the Strategic Analysis of the Gaps of the current HRMD Plan. ARD Pastor discussed the Mission, Vision, Mandate and Core Values of the department. From the overarching discussions of the two key officials, the participants worked on identifying challenges and issues concerning human resource development. From there, goals and srategies to address the challenges were also formulated. Participants were also grouped according to operational units to come up with the description and services of the divisions and provinces in support of the sectoral outcomes.
The revision of Citizen’s Charter was conducted on the third day. Ms. Gonzales facilitated the workshop. Focal persons for specific frontline service updated the process and duration. New programs were included as additional offering of the department to the clientele. (AO V Pia M. Salameño)
