With the goal of enhancing governance and fostering meaningful change, the Department of the Interior and Local Government (DILG) Regional Office V spearheaded by the Local Government Capability Development Division (LGCDD), successfully conducted the second session of RESET Module 2: “Getting Results That Matter,” on February 5- 7, 2025. Over the course of three days, municipal operations officers and cluster heads from across the Bicol Region gathered at the DILG RO V Training Hall to gain insights, collaborate, and craft strategic action plans that would drive progress in their respective LGUs.
The seminar began with a powerful message from Regional Director Atty. Arnaldo E. Escober, CESO III, who emphasized the crucial role of LGUs in governance and the responsibility of DILG in providing technical assistance. “We have to face the reality that LGUs need help,” he stated. “We want our office to be a pillar of support, ensuring that every municipality is equipped to lead effectively.”
Assistant Regional Director Jhoaden G. Lucero, CESO IV reinforced this vision by introducing the RESET (Reinventing Employee Strategies to Excel in Tasks) Program highlighting its mission to increase productivity, strengthen leadership skills, and encourage collaboration among local government officers. She underscored the importance of efficiency in governance, reminding participants that success is not just about working hard but working smart.
A key component of the seminar was experience-sharing, where invited speakers from different LGUs presented best practices and lessons learned. LGOO VI Johanna L. Nuyda shared Legazpi City’s plan-led and participatory approach to governance, discussing vital initiatives such as the Comprehensive Development Plan, Solid Waste Management Plan, and Post-Pandemic Recovery Efforts. Meanwhile, LGOO VI Ma. Jenny L. De Lumen of DILG Polangui provided insights into the challenges and successes in her municipality, sparking meaningful discussions on how LGUs can address gaps in governance.
Throughout the event, participants engaged in interactive discussions and workshops, allowing them to reflect on their own experiences and identify key areas for improvement. Jerry Andre Von Apalit of DILG Cawayan, Masbate found the experience enlightening, saying, “It was productive because I was able to gain insights from my fellow officers. I hope to use my learnings from here to the LGU.” Jose Tomas Riva of DILG Siruma, Camarines Sur appreciated how the discussions encouraged them to critically assess their municipalities. “It was a reminder of what is lacking in our LGU and an opportunity to raise our concerns and gain recommendations.”
The Action Planning Workshop was a defining moment of the seminar, as participants developed concrete strategies using productivity techniques. Each cluster presented their proposed action plans, receiving valuable feedback from ARD Lucero, who urged them to be more specific and results-driven in their approach.
The event concluded with Chief Administrative Officer Rico E. Gaurino commending the attendees for their dedication and participation. “No matter how sharp we are, we still need to be sharpened,” he remarked, reminding everyone that learning and growth should never stop.
More than just a seminar, RESET Module 2 was a transformative experience—one that empowered local government officers to take charge, embrace change, and lead with purpose. As they left the hall, they carried not only knowledge and strategies but also a renewed commitment to building stronger, more efficient, and more responsive LGUs.
