The Provincial Government of Catanduanes in coordination with the Department of the Interior and Local Government (DILG), and National Anti-Poverty Commission (NAPC) concluded the training on Rapid Community Based Monitoring System (RCBMS) Data Processing and Poverty Mapping (Module 2) on November 25-28, 2014 at Rakdell Hotel, Virac, Catanduanes.
The Rapid Community Based Monitoring System (RCBMS) technology was developed by NAPC (National Anti-Poverty Commission) to speed up CBMS implementation using android devices. It is one of the tools developed specifically to help LGUs in identifying and locating who and where the poor are situated. It is an organized process used to come up with useful information as an input to policymaking and program targeting. It also promotes evidence-based policy making and empower local communities to participate in the process.
The participants to the training were Municipal Planning and Development Officers (MPDOs), LGU Information Technology (IT) staffs and DILG Officers.
The participants were taught how to import and process the data collected using mobile devices into Qlik View and Quantum Geographic information System (Q-GIS) to generate core indicators tables, charts and maps, produce tablets, charts and poverty maps using CBMS data and how to interpret the data collected.
The RCBMS Consultants from the NAPC expounded the discussion on understanding the raw data which is the mobile data capture system output tables, basic data concepts, generating charts for MDG indicators, saving and collating of tables, charts, maps for preparation of BDP and community data validation and preparation of templates.- (LGOO V William Aldea)
