The Local Government Capability Development Division (LGCDD) of DILG Region V led a capacity-building activity for seven (7) local government units on formulating their Local Investment and Incentives Code (LIIC) and Workforce Development Plan (WDP) last June 25-27, 2024, at Ninong’s Hotel, Legazpi City.
The event focused on implementing and operationalizing the Guidelines on Strengthening Initiatives for Balanced Growth and Opportunities at the Localities (SIBOL), as well as guiding the LGUs through the formulation of their LIIC and WDP. Speakers from DTI, DOLE, TESDA Regional Offices and DILG Central Office discussed the salient features of DILG-DOLE-TESDA-DTI JMC No. 2021-001.
Division Chief Lubin De Vera, CPA, from the Board of Investments led a comprehensive discussion and workshop on the local government’s pivotal role in investment promotion encapsulating topics on national investment laws, identification of priority investment areas, understanding business perspectives, attracting investments, LIIC guidelines, and basic principles of IRR Formulation.
The training was attended by Municipal Administrators, Local Economic Development and Investment Promotions Officers (LEDIPO), Business Permit and Licensing Officers (BPLO), Sanggunian Bayan Members, and PESO Managers from the Municipalities of Buhi and Libmanan (Camarines Sur), Oas and Camalig (Albay), Cataingan (Masbate), and Bulan and Bulusan (Sorsogon).
This activity serves as a mechanism to attract local and foreign investments especially in priority areas and industries aiming to accelerate economic progress, create employment opportunities, increase revenues, alleviate poverty, and enhance the quality of life for all.
