As vice-chair of the Disaster Preparedness Cluster of the RDRRM-Bicol, the DILG V spearheads the capacity development of local government units of the Bicol Region in preparation for early response and recovery of LGUs affected by a volcanic eruption.

The manual is the fruit of collaborative efforts of the Technical Working Group headed by APSEMO Head Dr. Cedric Daep, SPDRRMO Head Engr. Raden D. Dimaano, PHIVOLCS Dr. Paul Karson Alanis and April Dominguiano, and our partner stakeholders from the RDRRMC- Bicol: OCD5, DOH-CHD5, BFP5, PNP PRO5, and DSWD FO5. Their wide experiences on the eruptions of Mayon and Bulusan volcanoes are the foundation of this manual.
