Effective this year, the Department of the Interior and Local Government V will implement the Enhanced Personnel Performance Evaluation System (ENPPES) to effectively measure the performance of every employee.

In a nutshell, the ENPPES would rate each personnel on two parameters, namely work and performance and behavioral dimension. Work and performance covers quantity, quality and timeliness. Behavioral dimension covers actual attendance, visibility in official station, client/customer relations, job performance without close supervision, ability to perform work even under constraints, managerial skills (for supervisors)and technical skills for subordinates and innovativeness. Under the new system, every employee is required to prepare his/her performance targets based on the approved Annual Operations Plan and Budget (AOPB) of the Department and work assignments as specified in their job description. A Common Output Table was provided by the DILG Central Office to be used as reference table by the entire DILG personnel on the functions that earn points based on the approved AOPB. Demand-driven activities which can be programmed within the rating period are also included or considered in setting the targets which must be discussed with his/her immediate supervisor and submitted to the Performance Evaluation Review Committee (PERC) for review and confirmation. The ENPPES replaced the Managerial Competencies and Employees Performance Evaluation System (MCAPES) which was used since 2001 in evaluating the performance of DILG personnel. The Administrative Services Division (ASD) headed by Ms. Henedina T. Gonzales is presently conducting series of orientations on the ENPPES in its aim to let all DILG personnel understand and appreciate the system. The regional management is also optimistic that this system will further inspire all DILG personnel to be more productive and effective in doing their assigned tasks.
