A Memorandum of Agreement (MOA) signing by and between the Department of Interior and Local Government Region 5 (DILG V) and the Coalition for Bicol Development (CBD) cum Deployment briefing for the potential third party monitors was held at Balay Buhay sa Uma Bee Farm, Bulusan, Sorsogon last August 4, 2022.
DILG V Regional Director Atty. Anthony C. Nuyda, CESO III together with Assistant Regional Director Jhoaden G. Lucero, CESO V and CBD OIC, Executive Director Jesica Capricho and CBD Project Coordinator Melany Vargas were the signatories of the MOA. The event was witnessed by DILG SLGP PMO representatives PM II Glenn Miranda and PDO IV Third Salang, LGOO VIII Ben Paul M. Naz, Provincial Director of Masabate, LGOO VIII Julius Cal-Ortiz, Provincial Director of Sorsogon Ms. Aurora Chavez-De Guzman, Chairperson for CODE-NGO, CBD members, and DILG 5 RTWG team.
A Deployment briefing for the potential third party monitors from CBD commenced right after the signing. PDO IV Third Salang from the SLGP Project Management Office of the DILG Central Office gave a review of the TPM guidelines to appraise the attendees on the background and roles and responsibilities of each party. PDMU Chief, LGOO VII Leandro S. Gigantoca then presented a briefer on the Support to Branggay Development Projects (SBDP) of the Department. Following this, DMO III Gwyneth Andrae J. Jacob walked the participants through the implementation plan. LGOO VI Darlyn D. Ayende, LGMED OIC Chief and Concurrent RPMO Co-head provided the target projects to be monitored and explained the monitoring tool.
Coalition for Bicol Development is a DILG accredited Civil Society Organization (CSO) and will serve as the Third Party Monitors for the FY 2021 LGSF-SBDP projects in the identified beneficiary barangays of Camarines Norte, Masbate, and Sorsogon.
The Third Party Monitoring is in line with the Department’s mandate of a participatory government which champions a transparent, accountable, and responsive monitoring and evaluation of projects.
