Pursuant to Republic Act No. 10367, otherwise known as “An Act Providing for Mandatory Biometrics Voter Registration” and Memorandum of Agreement (MOA) dated June 30, 2015, the Samahan para sa Tunay na Eleksyon sa Pilipinas (STEP) composed of the COMELEC, DILG, DepEd, DOTC, NCIP, ULAP, MTRCB, NCDA (National Council on Disability Affairs), LENTE (Legal Network for Truthfulness Elections), CBCP-NASSA, Simbahang Lingkod ng Bayan (SLB) and Caucus of Development (CODE)-NGO are spearheading the Listanayan Project with the theme “Nasa’yo and Papel, Ikaw naman and Pumapel”. It aims to increase awareness on the biometrics voter registration thereby reducing the number of voters without biometrics.
