DILG R5 leads the conduct of Regional Security Briefing for implementation of the Retooled Community Support Program (RCSP) this 2023 last 14 March 2023 at the DILG Regional Office V, Legazpi City, Albay.

In its fifth year of combating insurgencies in the Bicol Region through one of the Department’s chief programs, the planning and preparation is more rigorous in anticipation of another successful RCSP implementation to the 221 priority barangays in the 4 provinces of Albay, Camarines Sur, Masbate, and Sorsogon. Regional Director Atty. Arnaldo E. Escober Jr., CESO V, recognized and thanked the security sector for their adamant support throughout the years.

The attendees were the members of the 903rd Infantry Brigade represented by Brigade Commander BGen Aldwine I Almase and 9ID Philippine Army (PA) Assistant Chief of Staff for CMO LTC Clark R Dalumbar, in behalf of 9ID PA Commander MGen Adonis R Bajao, Philippine National Police Police Regional Office (PNP PRO) 5 Regional Director PBGen Westrimundo D Obinque represented by CRS PCol Glicerio C Cansilao and ROD Chief PCol Vicente L Wanasen Jr, and other PNP PRO 5 members, NICA 5 OIC Regional Director Dir. Ramir Prades, Bureau of Fire Protection 5 FCSupt Ricardo C Perdigon, DSC, Assistant Regional Director for Operations FSSupt Walter B Marcial, DILG 5 Assistant Regional Director Jhoaden G. Lucero, CESO V, Provincial Directors, Cluster Heads, and RCSP Focal Persons. The concerned Philippine Army Brigades and Battalions, PNP Police Provincial Offices (PNP PPO), and DILG 5 Provincial Offices also joined the meeting remotely via Zoom.

LGMED Chief/ RCSP Regional Focal Person Darlyn D. Ayende presented the RCSP 2023 Briefer and Updates and the Highlights of Accomplishments from the 2022 RCSP Implementation. A Threat Situation Update was provided by the Philippine Army, which ensued the discussion on issues and concerns regarding this year’s implementation.

From 5 to 7-day implementation, the RCSP shall be shortened to three days this year due to the number of priority barangays. Consequently, the facilitators of the Regional Office and other provinces will augment the province of Masbate to complete the implementation by the end of July 2023.
