The DILG R5, through the Human Resource Merit Selection and Promotion Board (HRMSPB) conducts the Competency-Based Assessment (CBA) for 20 assessees from the Regional Office and Provincial Offices.

The CBA is one of the tools used in the recruitment, selection, and promotion process that measures the level of competencies of applicants and would-be applicants as required by the positions they applied for.
