DILG 5 officially marks the commencement of the construction phase of the two-storey Health Station at Barangay Cabuyoan, Panganiban, Catanduanes in a groundbreaking ceremony held on October 14, 2022.

The ₱4-million worth project is funded under FY 2022 Support to Barangay Development Program (SBDP), a Local Government Support Fund (LGSF) program that provides financial assistance to priority barangays’ much needed infrastructures and social services.Barangay Cabuyoan is among the 280 beneficiary barangays across the region to avail of the program.

In 2021, Barangay Cabuyoan formulated their enhanced Barangay Development Plan (eBDP) during the conduct of Retooled Community Support Program (RCSP) headed by DILG Catanduanes. The eBDP encapsulates and ranks the barangay’s priority projects, to be culled out to the DILG and National Government Agencies (NGAs) for their support and funding.

Not long after the RCSP conduct, one of the projects in the barangay’s eBDP was enlisted for funding under the FY 2022 SBDP.

“Kami po ay nagpapasalamat dahil sa pamamagitan ng RCSP napondohan ang proyektong ito na napakalaki ang pakinabang sa aming barangay,” Cabuyoan Punong Barangay Elmer M. Casimsiman expressed, putting emphasis on the process on how the project was funded under the SBDP.

“Pinapakinggan po ng national government ang inyong mga kahilingan. Kaya ngayon maagang handog po ng national government ang pagpapasinaya ng sentro ng kalusugan sa inyong barangay. Hindi lang para sa pagkamit ng kapayapaan ngunit pati na rin ng kaunlaran,” OPDS Assistant Director and LEO70 PMO Head Rene V. Valera highlighted in his message.

“Sa ngalan ng LGU Panganiban sa pamumuno ni Mayor Cesar J. Robles, kami po ay lubos na nagpapasalamat sa DILG at NTF ELCAC. Alam po namin na kayo po ang instrumento sa pagkakaroon ng health station sa Barangay Cabuyoan,” Panganiban Vice Mayor Arvin Atencia shared.

Catanduanes Vice Governor Peter C. Cua also expressed the provincial government’s continuous support to its constituents. “Handa po kaming makipagtulungan sa NGAs sa patuloy na pagsuporta sa ating infrastructures at iba pang projects,” he stated.

Meanwhile, DILG 5 Assistant Regional Director Jhoaden G. Lucero, CESO V congratulated the barangay for inching closer to their dreams. “We hope na mapakinabangan po ito ng buong barangay ng Cabuyoan. With the good faculity that you will be having, sana po we will have a healthier community. Maraming salamat po sa lahat ng nainvolve sa realization nitong proyektong ito,” she added.

“Marami ang paraan na ginawa ng pamahalaan para maibaba ang mga programa at umunlad ang lahat, the groundbreaking of this building is a symbol of development in the barangay,” DILG Catanduanes Provincial Director Uldarico S. Razal Jr., CESO V also remarked.

The groundbreaking ceremony was led by DILG 5 Project Development and Management Unit (PDMU) headed by LGOO VII Leandro S. Gigantoca, in coordination with DILG Catanduanes headed by PD Razal; Panganiban MLGOO Alma May T. Lim; Panganiban LGU represented by Mr. Edgardo Tagom; and Barangay Cabuyoan BLGU led by PB Casimsiman.

Also present to join the celebration were PBGen David Peredo Jr representing PBGen Rudolph B Dimas; 1LT Jose Neil Enriquez representing MGen Alex DC Luna; NICA 5 Assistant Regional Director Joger Gersalla representing Regional Director Vert T. Chavez; heads and representatives of partner agencies and security cluster; members of Cabuyoan Barangay Council; MLGU local officials; and DILG Field Officers and Engineers.
