The Department of the Interior and Local Government (DILG) Region V recently conducted the Exit Conference on the Implementation of Third-Party Monitoring of the FY 2022 Local Government Support Fund-Growth Equity Fund (LGSF-GEF) last October 17, 2024 at Legazpi City, Albay.
The conference served as a platform to present the findings, assessments, and recommendations derived from the engagement of The Caucus for Development NGO Networks, Inc., – Coalition for Bicol Development (CODE NGO, Inc. – CBD) as third-party monitors of the 25 LGSF-GEF projects implemented across the region.
The Office of the Project Development Services – Project Monitoring and Evaluation Division (OPDS-PMED) was represented by LGOO V Russell Adalla and Program Manager Likha Lakan Delos Reyes on behalf of Dir. Alfonso E. Maralli, CESO IV. DILG, as the lead agency with the oversight function over LGUs was able to assess impacts and challenges in project implementation of LGUs while identifying areas for improvement to better assist them.
As part of the highlight of the conference, the CODE NGO Inc. – CBD presented a comprehensive report and video presentation detailing the key findings and recommendations based on the assessment of the data gathered from their conduct of field monitoring to the identified projects.The insights and recommendations gathered from the TPM initiative will serve as a guide for future policymaking and project implementation strategies.
DILG and partner CSOs recognize the pivotal role of TPM in enhancing project outcomes and fostering local community participation and engagement in policy making. TPM establishes an upscaled standard for government transparency, accountability, and good governance.
