March 2, 2025 marks a historic milestone for the civil society organizations (CSOs) in Bula, Camarines Sur, as the CSO Academy of Bula officially opened its doors to conduct the first class session of 45 pioneering learners at the BuB Building, LGU of Bula in Camarines Sur. This initiative is a collaborative product between the LGU of Bula, the Municipality of Bula People’s Council (MBPC), Bicol University Jesse M. Robredo Institute of Governance and Development (BUJMRIGD), and DILG Region 5 through the Support to Local Governance Program – Program Management Office (SLGP-PMO) which aims to strengthen the capacities of CSOs in governance, leadership, and community development.
The program was graced by partners who shared their invaluable insights and support. Dr. Antonio A. Raluta, the MBPC President, delivered the Opening Remarks and Hon. Amelita A. Ibasco, Municipal Mayor of Bula, reaffirmed LGU’s commitment to empowering CSOs through the representation of Hon. Sherlyn Joy L. Hombre, Councilor. During the launching ceremony, Dr. Salvacion E. Largo, Program Manager of the CSO Academy, provided essential administrative notes and presented the academy’s guidelines for its operation. Atty. Arnaldo E. Escober, Jr., CESO III Regional Director of DILG Region 5, through a recorded message gave his encouragement to the CSO learners, highlighting the crucial role of CSOs in good governance; he was represented by DMO IV Gwyneth Andrae J. Jacob, SLGP Regional Coordinating Team Member. The Official Launching Message was delivered by Dr. Noemi Lobrigo-Ibo of the BUJMRIGD, emphasizing the significance of education and training in strengthening civil society participation.
This event marks the beginning of a transformative journey for our local CSOs, equipping them with the necessary skills and knowledge to drive sustainable development and participatory governance in their communities and sectors.
