The Finance and Administrative Division (FAD), in its initial step for the formulation of the Strategic Performance Management System (SPMS) as mandated by the Civil Service Commission per CSC MC No. 6 – 2012 re: Guidelines in the Establishment and Implementation of Agency Strategic Performance Management System (SPMS) facilitated the conduct of the workshop for the Revision of Common/Reference Output Table. Said table is utilized as a reference for the programs and activities for implementation and the corresponding points to be earned by employees in the performance of specific functions and outputs. Forty-three employees participated in the workshop composed of Divison Chiefs, Asst. Division Chiefs, Section Chiefs, Program Managers and Planning Officers.

The two-day workshop was held in Patio de San Jose, Malilipot, Albay on August 1 and 2, 2013. RD Blandino Maceda, CESO III presented the logical framework of major final outputs of the department which set the direction of the workshop. Planning Officer Antonio Pasano gave a run through of the Annual Operations Plan and Budget which outlines all the programs, projects and activities of the department. CAO Henedina T. Gonzales enlightened the participants on the History of Performance Management System and introduce the new mandate of the Civil Service Commission, which is the Strategic Performance Management System (SPMS).

RD Maceda facilitated the first workshop in which participants were made to identify PPAs, Measures, Success Indicators for Division/Provincial Office Level and Individual Performance. A representative from each operating unit presented the output for critiquing.

On the 2nd day of the activity, Ms. Gonzales facilitated the preparation of Common/Reference Output Table by Operating Unit for consolidation. Each unit presented the output for calibration. (AO V Pia M. Salameño)
