To review the Comprehensive Development Plan (CDP) of Naga City, the lone Independent Component City (ICC) in the Bicol Region, and serve as an avenue to consolidate guidance for the CDP regional-level assessment, ensuring harmonization and alignment of national and local development priorities, plans, and budgets, a coordination meeting between the Department of the Interior and Local Government (DILG) and the National Economic and Development Authority (NEDA) took place on February 21, 2023, at NEDA Regional Office V.

In consonance with the memorandum issued by the Office of the DILG Undersecretary for Local Government Marlo L. Iringan, CESO III on March 24, 2021, or “Guidance on the Nationwide Assessment of Comprehensive Development Plans (CDPs) of Highly Urbanized Cities (HUCs) and Independent Component Cities (ICCs)”, the meeting will also include the creation of a DILG Region V-led Comprehensive Development Plan-Regional Technical Assessment Committee (CDP-RTAC) which will conduct the review of the plan under the parameters of forms, process, and content. And the organizational meeting to strategize and confirm the commitment of all members to the completion of the CDP assessment review to follow further.

DILG Assistant Regional Director Jhoaden G. Lucero, CESO V reiterated the need for collaboration and coordination with NEDA and other Regional Line Agencies in response to this CDP review undertaking. Thus, to prepare for the CDP-RTAC organizational meeting, DILG LGOO V Ivy S. Ramirez and LGOO IV Richard L. Marbella will have continuous coordination with NEDA Region V to discuss the specific indicators to be assessed.

Fact: Comprehensive Development Plans is one of the mandated plans that Local Government Units (LGUs) must prepare as provision to section 106 of the Local Government Code of 1991.
