DILG V through the SLGP-PMO successfully implements the “Enhancing Local People’s Council: Pilot Training for Effective Civil Society Collaboration.

Held at the Proxy by the Oriental Hotel, Legazpi City last May 30-31, 2023, the pilot roll-out of the LPC training aimed to familiarize selected officers on their roles and responsibilities; orient them on the strategies to effectively manage their network of Civil Society Organizations (CSOs), People’s Organizations (POs), and Non-Government Organizations (NGOs); and engage with their respective local governments.

Among the resource speakers who delivered the modules were Mr. Jedel Ervin Tabamo from USAID-CHANGE Project, PDO V Allyn Lopez, DMO V Jennifer De Belen, and DMO III Vanessa Leah Nicopior from the Support to the Local Governance Program-Project Management Office (SLGP-PMO). The sessions ranged from topics regarding participatory governance, LGC-mandated avenues of participation, CSO 101, overview of the LPC, coalition building and network management, consensus building, and facilitation.

This CapDev activity is anchored with the DILG issued MC 2021-054 which encourages LGUs to establish CSO Desks and institutionalize Local People’s Councils in line with the government’s objective of expanding the monitoring of their functionalty as part of the Philippine Development Plan 2023-2028. Currently a total of 17 LPCs are established in the Bicol Region.
