The EO provides for the creation of a Balik Probinsya, Bagong Pag-asa Council, with the DILG as a member-agency, to ensure whole-of-government action in implementing the program towards balanced regional development, sustainable employment opportunities in the countryside, decongestion of Metro Manila, and improved quality of life in rural areas.
