Part of the re-implementation of the Community-Based Monitoring System (CBMS) under the United Nations Population Fund Assistance (UNFPA) project known as “Localizing the MDGs: Improving the Capacity of LGUs to Deliver Population and Reproductive Health Information and Services” was the conduct of a 4-day workshop on Comprehensive Development Plan (CDP) preparation held on November 16-19, 2010. Said activity was conducted by the Bureau of Local Government and Development (BLGD) in coordination with Department of the Interior and Local Government V as an off-shoot of the Simulation Workshop on the Integration of CBMS Data into the comprehensive development plan for UNFPA areas last September 28-October 1, 2010. Both trainings were conducted at Regalia Hotel Tower Suites, Cubao, Quezon City.
Participants to the CDP workshop were the Municipal Planning and Development Coordinators (MPDCs) , Budget Officers, Municipal Engineers, Municipal Social Welfare and Development Officers, Municipal Agriculture Officers, Municipal Health Officers, three (3) members of the Sangguniang Bayan and DILG Municipal Government Operations Officers of the concerned pilot municipalities, provincial focal person on CBMS of the province of Masbate and the regional alternate focal person on CBMS. Primarily, the workshop was aimed at orienting and capacitating the participants on CDP processes using the Rationalized Local Planning System (RPS) and integrating CBMS data in the five (5) developmental sectors of CDP, preparation of Local Development Indicator System (LDIS) and translate priority sectoral concerns and preparation of the CDP.
During the workshop, participants from the local government sector particularly the MPDCs found the CBMS data relevant and useful in crafting their respective CDPs. Relatively, results of their State of Local Governance Report (SLGR) were considered of equal importance in the preparation of the CDP. –(LGOO V Ruth Faye B. Belarmino)
