Tanod catnduanes

The Barangay Tanod performs a multifarious task in maintaining the peace and order situation in the barangay. He serves as a “force multiplier” of the Philippine National Police (PNP) in safeguarding the general welfare of the constituents against lawless elements.

Recognizing the important roles of Barangay Tanods, it is essential that they be equipped with the necessary skills, knowledge and attitude to enable them to serve the public with an optimized degree of competency. Hence, the Provincial Government of Catanduanes, the Department of the Interior and Local Government (DILG) Catanduanes, the Philippine National Police (PNP) and the Department of Justice (DOJ) conducted the training of trainers (ToT) on Barangay Tanod Skills Enhancement held on November 19-21, 2014 at the Capitol Dome, Virac, Catanduanes. The activity was an offshoot of the National Training of Trainers (ToT) on Barangay Tanod Skills Enhancement Project held on November 10-14, 2014 at Bayview Park Hotel, Manila.

The following topics were discussed during the training:

  • Legal basis governing the functions/responsibilities of barangay tanod and Punong Barangay in the maintenance of peace and order and public safety
  • Desirable traits of Barangay Tanods
  • Relevant duties and Functions of Barangay Tanods and Punong Barangays
  • Functions of Barangay Tanods as First Responder
  • Gender Sensitivity
  • Arresting Techniques/Skills
  • Defensive Skills/Offensive Skills
  • Limitations of Barangay Tanods/Punong Barangays in the Exercise of Duties/Functions
  • Other topics relevant to the maintenance of peace and order in the communities

The participants to the training composed of Sanggunian Bayan’s Chairman of the Committee on Peace and Order, Liga Presidents, President and Vice President of Municipal Federated Tanod or any Ex-Officer Tanod and Deputy Tanod are expected to re-echo the training to all barangay tanods and be able to deliver its function as first responders, respecting the rights of diversity of women and LGBT, implement Ronda system effectively, conduct foot patrol regularly, prevent the occurrences of crimes, prevent the proliferation of illegal activities, properly apprehend lawless elements, effectively enforce relevant laws and maintain general peace and order situation.

The province of Catanduanes is first among the six provinces in Bicol to have conducted the roll out training for barangay tanods. (LGOO V William Aldea)
