DILG Regional Office 5, with Bicol University as its partner Learning Research Institue (LRI), lead the conduct of the Citizen Satisfaction Index System (CSIS) Utilization Conference for the Municipality of Irosin, February 10, 2023, at LIKAS Inc., San Pedro, Irosin, Sorsogon.

The activity was gracefully opened by the Assistant Regional Director of DILG Regional Office V Jhoaden G. Lucero, CESO V. She highlighted in her opening remarks the role of CSIS as an effective feedback mechanism of the LGU in measuring the level of awareness and satisfaction of its constituents in the performance delivery of its services to the people. Even so, she encourages the LGU and its partner agencies/sectors to always strive to strengthen their action plans and prioritize the need for improvement in this undertaking.

Highlights of the activity are the presentation of CSIS Results by Atty. Joseph L. Bartolata, VP for Admin and Finance/Program Manager of Bicol University, was used for the formulation of the Citizen-Driven Priority Action Plan (CPAP) thereafter.

CSIS is a citizen-centered performance management tool that focuses on assessing the internal capacity of LGUs to perform their mandates. Its implementation aligns with the Department’s sustained commitment towards widening the spaces for participation in local governance wherein citizens and civil society organizations (CSOs) are made capable of exacting accountability from local authorities on service delivery performance.

Further, the formulation of CPAP is the output of the CSIS Utilization Conference which is a way to address issues and concerns, gaps, and challenges identified through the CSIS to enhance local government service delivery performance towards the highest level of citizens’ general satisfaction.

RD Atty. Arnaldo E. Escober Jr., CESO V of DILG Region 5, PD Arnel Renato L. Madrideo of DILG PO Sorsogon, Mayor Alfredo J. Cielo, Jr. of LGU Irosin and its local functionaries, representatives from BFP and PNP, and the technical/support staff from DILG Region 5 and PO Sorsogon are present in this activity.
