The Department of the Interior and Local Government (DILG) in partnership with the Philippine Councilors League (PCL) once again launched the Local Legislative Award to give official recognition to the Sanggunian Panlunsod and the Sangguniang Bayan that excel in legislative laws that contribute to the attainment of desirable socio-economic and environmental management outcome.
The national, regional and provincial award committees were organized and activated to implement this program, in consonance with DILG Memorandum Circular No. 2009-134 dated September 15, 2009. At the regional level, the award committee was organized and chaired by DILG Regional Director Blandino Maceda and vice chaired by the PCL Regional Chapter representative with the regional directors of DENR, DA, DOH, DSWD and DBM and a representative of the Philippine Chamber of Commerce and Industry (PCCI) as members. The members of the Regional Award Committee (RAC) conducted the evaluation and assessment of the Sanggunian under the categories of Component Cities, 1st to 3rd Class Municipalities and Sanggunian in 4th to 6th Class Municipalities. Under the Highly Urbanized/Independent Component City, the RAC conducted an on-site visit in Naga City being the lone contender on January 6, 2010 for further validation and assessment. The contenders under the 1st to 3rd Class municipality are the municipalities of Virac, Catanduanes and Guinobatan, Albay, while in 4th to 6th class municipalities, the municipalities of Camaligan, Cam. Sur and Bato, Catanduanes and Naga City under the Independent Component Cities. After thorough screening, the RAC finally released the regional finalists to the National Award Committee last January 14, 2010, under the three (3) categories, as follows: (NAGA CITY) Outstanding Sanggunian in Independent Component Cities (GUINOBATAN,ALBAY) Outstanding Sanggunian in 1st to 3rd Class Municipalities (BATO,CATANDUANES) Outstanding Sanggunian in 4th to 6th Class Municipalities
