For the second  time, Barangay Umabay Exterior, Mobo, Masbate representing Bicol Region made it again as they bagged last year’s National LTIA 2^nd Runner Up now the most coveted posts  2018 Lupong Tagapamayapa Incentives Awards (LTIA)  National Winner under the 4^th-6^th Class category.

Barangay Umabay Exterior received a Trophy and P300, 000.00 worth of cheques as a development fund to strengthen KP operations given during the LTIA National Awarding ceremony held last October 12, 2018 at Heritage Hotel, Pasay City Manila. It is the first award of its kind received by region to these prestigious national contest since it is only now after two decade of its assessment a successful feat for Bicol region wherein policy in Umabay Exterior, Mobo, Masbate which offers free services to poor members of the community and other local initiatives to promote and litigate KP in various activities of the place made them win this only prove that our Lupon Tagapamayapa may also serve as an avenue for the people in our communities to become one informed and proactive in bringing out the sense of enthusiasm to every single citizen in the locality.

Undersecretary Martin Diño, Barangay Affairs and In-Charge LTIA Awards said that the Department allocated 100 million for Sama Aralan an enhancement training for Lupon Tagapamayapa to equip and keep them abreast of the Katarungang Pambarangay Law under the partnership with DOJ and Courts. Also, highlighted to guarantee each able and performer Lupon Members the security of tenure whenever there is a change of administration. Further, A celebration to mark annually by way of Presidential Proclamation declaring a week in October in every year as a Lupon Tagapamayapa Week.

Secretary Eduardo Año mentioned in his speech several item of reforms “We look what is ahead of Lupon Tagapamayapa and the mechanism by which incentives award at the center stressing out the amendment of EO 394 s. 1997 to increase the amount of awards from 300T to 500T for the National Winner, 150T to 300T for 1^st Runners up, 100T to 200T for the 2^nd Runners Up and increasing from 50T to 100T for the regional winners from all categories, with this increase of cash awards to deserving Lupons will go an extra mile in the KP operations. Also, the Inclusions of Autonomous Region for Muslim Mindanao in the coverage of LTIA to provide for Lupon with excellent performance an opportunity to be recognized, provision of capability building assistance to the Lupon nationwide budget proposal on these were already approved and looking into for a source of fund to implement the project next year. Amendment of Katarungang Pambarangay Law specifically item C which is the subject matter of amicable settlement proposing that the KP Law restrictions be expanded beyond offenses punishable by imprisonment exceeding one year or a  fine exceeding to five thousand because in reality Lupon have shown their capability to settle cases beyond these limitations.

PB Aileen B. Bustamante said “I have seen how motivated and engaged the Lupon members are. Somehow, we felt pressured how to sustain the momentum and of the title we hold and I am proud because there are innovative ideas coming from them which are significant for us to level up. We just follow what our MLGOO thought us just do what it takes to win and always keep track of the KP vision, mission, purpose, goals and objectives” Indeed we are  thankful to our mentor under the care of LGOO VI Joel Logenio for the untiring support, hardwork and exemplar commitment and dedication as our MLGOO. Although, it is sad for us that he had been transferred we are hopeful in his return to sustain what we’ve started. Accepting he will no longer at our side yet we are expecting in his promise that he will extend his help in any way possible would still matter.
