NOW HAPPENING | The Department of the Interior and Local Government (DILG) Region 5, in partnership with the Local Government Academy (LGA), leads the conduct the Regional Training-Orientation on the Disaster Preparedness Manual for Localized Weather Disturbances (LWD) on August 15-16, 2022 at Hotel Venezia, Legazpi City, Albay.![]()
The Disaster Preparedness Manual for LWD is an initiative that aims to improve the capacity of Local Government Units (LGUs) by upscaling its early warning system protocols and by increasing efficiency in hazard monitoring, disaster preparedness, and response. The two-day training-orientation also aims to capacitate LGUs in Bicol region especially those situated in major river basins and tributaries where unmonitored flooding may occur in times of LWDs.![]()
“Alam po namin na may mga hazards na nagsisilbing banta sa mga komunidad kahit walang nararanasang tropical cyclone sa anumang bahagi ng rehiyon. Ito po ang nag-udyok upang mabuo ang Disaster Preparedness Manual for LWD, alinsunod sa aming mandatong siguraduhing handa at palakasin ang kakayahan ng mga LGUs bilang Vice-Chair ng Disaster Preparedness,” DILG 5 Regional Director Atty. Anthony C. Nuyda, CESO III expressed in his message of guidance conveyed through Assistant Regional Director Jhoaden G. Lucero, CESO V, MM, EnP.![]()
ARD Lucero also encouraged and motivated the participating Local Disaster Risk Reduction and Management Offices (LDRRMOs) to take proactive actions on disaster preparedness. “When it comes to disasters, we expect the worst and hope for the best. To make sure that we continue with life, we have to be resilient. We hope that this training will be a good avenue for us to improve the service we give and the response that we provide in times of disaster,” she highlighted.![]()
The 30 participating LDRRMOs shall be engaged in a series of discussions and workshops throughout the two-day training.

Presided by Area Police Command-Southern Luzon Commander PMGEN Rhoderick C Armamento, the Office Symbol and Property Equipment and Inventory Book were officially turned over by outgoing PNP PRO5 Regional Director PBGEN Mario A Reyes to PBGEN Dimas during the ceremony.![]()
In his acceptance message, PBGEN Dimas sought the support of over 11,000 police force as he steers PNP PRO5 towards the attainment of its goals, mission, and vision. He also expressed his hope for a strong collaboration to deliver quality police services to the community. ![]()
The turnover ceremony was witnessed by PNP PRO5 key officials, heads and staff of the different National Government Agencies (NGAs), and stakeholders. Further, the activity was also attended by the PNPA “Tagapagpatupad” Class of 1992 which PBGEN Dimas is a member.![]()
PBGEN Dimas will lead PNP PRO5 as its 40th Regional Director, replacing PBGEN Mario A Reyes who is now designated as the Acting Director for Police Community Relations at the PNP National Head Quarters.

DILG R5's Human Resource and Management Office (HRMO) acquainted its newly-hired employees with the Department's mandates, organizational structure, and programs through an orientation on August 11-12, 2022 at the DILG R5 Conference Room, Legazpi City.![]()
During the two-day activity, the DILG 5 Regional Management Team (RMT) headed by Regional Director Atty. Anthony C. Nuyda, CESO III and Assistant Regional Director Jhoaden G. Lucero, CESO V, and composed of Division/Unit Chiefs and Office Heads walked the new hires through their respective Office's duties and functions.![]()
The new hires were also introduced to the Department's administrative policies and requirements, as well as operational guides pertinent to the delivery of their tasks.![]()
The Department aims for a smooth transition of the new hires' into their designations and roles, with expectations and responsibilities officially communicated through this onboarding activity.

IN PHOTOS l DILG R5, as the Chair of the Regional Inter-Agency Monitoring Task Force (RIMTF) on the Local Council for the Protection of Children (LCPC), led the review of BCPC and C/MCPC results and validation and evaluation of the functionality of all the Provincial Council for the Protection of Children (PCPC) on August 11, 2022 at the DILG R5 LGRRC Library, Legazpi City.![]()
The activity aims to audit the functionality level of the PCPCs in terms of Organizational Sustainability, Policies and Plans for Children, Budget allocation for PCPC, and Service Delivery Monitoring and Management for Children.![]()
The PCPC evaluation was headed by DILG 5 Local Government Monitoring and Evaluation Division (LGMED) OIC Chief Darlyn D. Ayende and Awards and Recognition OIC - Section Chief, LGOO IV Ma. Victoria Rañeses who also represented DILG Regional Office 5. The activity was attended by the Focal Persons of the RIMTF member agencies such as DSWD 5 (Vice Chair), RSCWC (Secretariat), DOH Bicol CHD (Member), and a CSO Representative – Gayon Cares Inc. (Member) for their inputs in the said audit.![]()
Further, DILG 5 Regional Director Atty. Anthony C. Nuyda, CESO III and Assistant Regional Director Jhoaden G. Lucero, CESO V also guided the evaluation during the presentation of the final audit results.![]()
The PCPC functionality is in compliance with DILG Memorandum Circular 2021-039. Meanwhile, the LCPC is responsible for planning and spearheading programs for children which objective is to make each locality child-friendly.
