The activity was spearheaded by the Provincial Government of Masbate thru its Provincial Disaster Risk Reduction and Management Council chaired by Gov. Antonio T. Kho and the PDRRMO – Dr. Adonis Dilao.

Present during the activity were the OCD 5 Regional Director and Regional DRRM Council Chairperson (Ret) Gen. Claudio L. Yucot, DILG PD Ben Paul M. Naz, provincial government officials and employees, PDRRMC members, other national government agencies personnel, civil society organization representatives and most of the Municipal Disaster Risk Reduction and Management Officers and staff.

The kick-off started with a flag-raising ceremony followed by a motorcade around Masbate City to create widest awareness amongst the public as regards observance of the month-wide NDRM celebration this July 2023 in the whole province.
