Bottom-up Budgeting (BUB) Water

To align the programs of National Government Agencies (NGAs) with community needs and enhance the delivery of services by Local Government Units (LGUs), the Bottom-up Budgeting (BUB) approach was introduced. BUB is a participatory method of preparing agency budget proposals that considers the development priorities of poor cities and municipalities. These priorities are identified through local poverty reduction action plans, which are developed with active involvement from basic sectors and civil society organizations.
