13 May 2018, Catanduanes State University- A Memorandum of Agreement was signed between the Department of the Interior and Local Government (represented by DILG RV Regional Director Elouisa T. Pastor and DILG Catanduanes  OIC Provincial Director Uldarico S. Razal Jr.), Catanduanes State University (represented by President Minerva I. Morales and VP Lily P. Custodio and the Local Government Units in the Province of Catanduanes (represented by all the Municipal Mayors) at the Catanduanes State University Conference Room, 08:00am.

The DILG and CSU officially forged partnership in the implementation of the Sangguniang Kabataan Mandatory Training in all the newly elected Sangguniang Kabataan Members per Republic Act 10742.

Present also during the MOA Signing are the Municipal Local Government Operations Officers (MLGOOs) , Vice Mayor Arlynn Arcilla of LGU Virac whom represented Mayor Samuel Laynes and the Local Youth Development Officers of the different Municipalities.
