JUNE 28, 2019. The Department of the Interior and Local Government Catanduanes Provincial Operations Office conducted Orientation of the Barangay Based Institutions (BBIs) at Victor Hall, Virac Town Center, Virac, Catanduanes as part of the implementation of the Barangay Newly Elected Officials (BNEO) Program. The activity was participated by six (6) barangays of LGU Virac namely: Cabihian, Constantino, Igang, Palta Salvacion, Sta. Elena, Sto. Nino.


The registration of participants started at 7:30 AM with an opening prayer and singing of the National Anthem thru AVP immediately followed by an opening and welcome message by DILG Catanduanes Provincial Director Uldarico S. Razal, Jr. PD Razal emphasized to his message the importance of community participation and mobilization through the Barangay Based Institutions.

After the preliminaries, LGOO II Katrina Roselle S. Tariman gave an Overview of the Activity followed by the orientation proper as follows:

  • Overview of the Barangay, Basic Concepts on Community Mobilization, Barangay Based Institutions and Barangay Development Council discussed by LGOOV Wilmor L. Gubia Jr.
  • Barangay Disaster Risk Reduction Management Committee discussed by LGOOV Noel A. Manila.
  • Barangay Council for the Protection of Children discussed by LGOOII Concordia O. Siatong.
  • Barangay Ecological Solid Waste Management Committee discussed by LGOO V Henry C. Tardecilla.

 During the closing program, some participants gave their impressions on the said activity. The activity was formally closed by Virac MLGOO Jose Rogel V. Maglaqui.
