CMGP- (Conditional Matching Grant to Provinces)

Conditional Matching Grant to Provinces (CMGP) for Road Repair, Rehabilitation, and Improvement (formerly KALSADA) is a partnership program between the Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM) for Provincial Local Government Units in response to the needed infrastructure support, as well as reforms in local roads management (LRM) and public financial management (PFM).

Poor conditions of local roads in far-flung Municipalities and Barangays in Masbate have made it difficult for Masbateños to move people and commodities which limits the competitiveness and ability of the local economy to prosper. Since local road management was devolved, the absence of adequate transfer of capacities and resources to maintain the local road network resulted in poor condition of local roads because of minimal investment by LGUs.

In line with this program, DILG Provincial Operations Masbate has achieved remarkable results in implementing CMGP in various LGUs in the Province. The program was designed to contribute to a robust and competitive local economy by improving the state of local roads and connecting these to the national road network. This will enhance local and regional productivity, tourism, and manufacturing.

SBDP- (Support to the Barangay Development Program)

Support to the Barangay Development Program (LGSF-SBDP) is a priority program under the Executive Order (EO) No. 70 s. 2018 signed by President Rodrigo Roa Duterte to usher development and deliver basic services to conflict-affected barangays that lagged due to the terror caused by the CPPA-NPA Terrorists. Local Government Support Fund-Support to the Barangay Development Program is the fund that will support RCSP once enhancement to Barangay Development Plans identified priority programs/projects to address the existing issues and development gaps at the barangay level.

At the Barangay level, there is limited funding that can support programs/projects to alleviate existing issues and development gaps resulting to difficult and poor living conditions of Masbateños. However, with the implementation of SBDP, the Barangays are given a beacon of hope to improve and continuously serve the Filipino people.

In connection with the program, DILG Provincial Operations Masbate together with various agencies has successfully supported and conducted the execution of SBDP in various barangays in the Province of Masbate. The continuous operation of SBDP intends to pay attention to every barangay’s issues and development gaps in order for a progressive nation to thrive amidst difficult times.

FALGU – (Financial Assistance to LGU)

The Local Government Support Fund-Financial Assistance to LGUs (LGSF-FA) shall be exclusively used by the beneficiary provinces, cities, municipalities, and barangays to fund the eligible programs and projects enumerated under SP No. 1 of the LGSF under the FY 2023 GAA, RA No. 11936. As stipulated in the guidelines of Local Budget Circular (LBC) No. 131, the FY 2021 FALGU may be utilized in support of priority programs such as 1) concreting, construction, improvement, rehabilitation, or repair of public structures and facilities, 2) purchase of vehicles or medical equipment, and 3) financial assistance for health and sports program.

By virtue of the Local Government Code of 1991, local government units are responsible for providing basic services and facilities, tourism, development, and promotion and improvement of the local economy. However, due to the limitation of funds per LGUs, some significant programs and projects are not instituted because of budgetary constraints.

DILG Provincial Operations Masbate together with various agencies, and LGUs supported by LGSF-FA have effectively implemented the program benefiting many Masbateños in improving their way of life. The program was designed to contribute to the betterment of every local government in Masbate.

DRAAP-(Disaster Rehabilitation and Reconstruction Assistance Program)

The Disaster Rehabilitation and Reconstruction Assistance Program under the Local Government Support Fund aims to aid the recovery and reconstruction of the economy and livelihood of Local Government Units affected by disasters and calamities. The LGSF-DRAAP shall be exclusively used by provinces, cities, and municipalities concerned to fund eligible programs and projects enumerated under SP No. LGSF in the FY 2021 GAA.

Local Government Units are front liners when it comes to disaster which is why it is important to strengthen the capacity and flexibility of LGUs in response to disasters in their areas. The program aims to help LGUs to rise and function amidst adversities.

DILG Provincial Operations Masbate together with various agencies and different LGUs have successfully implemented programs and projects under the LGSF-DRAAP. Through the capacity development initiative of DILG-PO Masbate focusing on DRAAP, the Province of Masbate will continue to strengthen the local government systems in every LGU.
