On May 31, 2024, Engineer II Esperanza Cuya-Bedar, along with PEOs II Randy Catura and Majestie Magas, conducted a technical assistance session and orientation for the City Engineering Personnel of Tabaco City on the encoding of updated Forms for the Results-Based Monitoring and Evaluation of Local Infrastructure Projects (RLIP) in the SubayBAYAN Portal.
The Monitoring and Evaluation of Infrastructure Projects by Local Government Units (LGUs) is funded under Republic Act No. 11639, the FY 2022 General Appropriations Act (GAA), specifically under DILG-PSEC Budget Special Provision No. 4. Piloted in 2022. The RLIP aims to enhance the tracking and evaluation of LGU performance in managing and implementing infrastructure projects. This initiative is part of a broader effort to increase transparency and accountability within the government, aligning with the requirements outlined in the GAA for a more effective Results-Based Monitoring and Evaluation (RBME) system.
SubayBAYAN, or Subaybayan ang Proyektong Bayan, serves as the primary platform for data entry, document submission, and form completion required for RLIP.
Further, the RLIP program is dedicated to evaluating the outcomes of LGU-funded infrastructure projects, thereby fostering greater transparency and accountability across all government levels.
This initiative is a manifestation that DILG Albay is one in support to Tabaco City, as it promotes enhanced transparency and accountability in governance.
