One of the hazards brought about by the tropical cyclones resulting to major damages to agriculture,

infrastructure among others and even loss of lives is flooding. However, it is not only tropical cyclones that can cause such affectations. Per DOST – PAGASA, monsoons, Inter Tropical Convergence Zone (ITCZ), cold fronts, thunderstorms and heavy rain showers can also cause flooding to low – lying communities and high – risk areas, these are also known as Localized Weather Disturbances. Further, the Operation L!sto Program of this Department has formulated the Disaster Preparedness Manual for Localized Weather Disturbances that will serve as a guide to local government units integrating the ALeRTO System that can upscale the early warning system protocols of the local government units and increase efficiency in hazard monitoring. Due to the positive feedback during the conduct of the first batch of the training – orientation last August 15 – 16, 2022, the DILG Regional training team decided to increase the number of LGUs provided with Orientation – Training of the said manual.

This led to the conduct of the activity for the 2nd Batch of LGUs from all over the Bicol Region. For the Province of Albay, the LGUs: Malilipot, Bacacay, Sto. Domingo, Daraga, Oas, Polangui, and Libon were among the target LGUs for the said Activity.
