The Province of Catanduanes successfully concluded the 3-Day Training on the Formulation and Updating of DRRM Plans and Roll-Out of the Infrastructure Audit Program for Resilient and Safe Communities held on December 8–11, 2025 at the Provincial Capitol Dome, Virac.

Spearheaded by the Provincial Government of Catanduanes through the PDRRMC, in partnership with DILG Region V and the DILG Catanduanes Provincial Office- the activity gathered engineers, planners, representatives Catanduanes State University- College of Engineering and various LGUs with the shared goal of enhancing the resilience and safety of communities across the province.

The training opened with messages of support from Atty. Evelyn Gutierrez, Provincial Administrator; Provincial Director Uldarico S. Razal Jr., CESO V; and DILG Region V PDMU Chief LGOO VIII Julius Rodel L. Cal-Ortiz, CESO V, emphasizing the importance of preparedness and collaboration.

Participants then took part in knowledge-packed sessions led by Engr. Armando T. Tanael Jr., Engr. Gerard Llanes (DILG-PDMU V), Engr. Jiovanni Tabirao (LGU Gubat), and Engr. Oliver Padua (Bicol University). The discussions covered the Infrastructure Audit Overview, Infrastructure Audit framework, structural codes and standards, vulnerability assessment, and inspection of steel, concrete, and masonry.

On the second day, Engr. Jerome Paul Labayo of DILG V guided the participants through the Infrastructure Audit Tool, ensuring they understood its features, data requirements, and proper form accomplishment. This was followed by a field audit practicum at the Capitol Main Building, RTC Building, and Sangguniang Panlalawigan Building, where teams conducted real-time assessments and later processed their findings using the IA Tool.

The final day featured the presentation of group outputs and a technical session on Engineering Solutions for Building Resilience facilitated by Engr. Armando T. Tanael Jr. The program concluded with action planning and the awarding of certificates.

Through this initiative, the Provincial Government of Catanduanes, together with DILG Region V reinforces its shared commitment to strengthening local resilience and promoting safe, sustainable, and well-managed communities across the province.
