As part of the broader initiative to transform the Department of the Interior and Local Government (DILG) into a knowledge-centric entity, the Local Government Academy (LGA) spearheaded the establishment of Local Governance Regional Resource Centers (LGRRCs) across DILG regional offices. In line with this initiative, the Bicol LGRRC was established in 2005.
Building on the foundation laid by the Bicol LGRRC, DILG Sorsogon took a significant step forward in promoting a culture of learning and knowledge sharing within the Bicol Region by establishing its own Sub-Local Governance Regional Resource Center in 2021. This Sub-LGRRC operates with a focus on its five (5) major facilities: (1) Capacity Development; (2) Multimedia & Information Management; (3) Public Education and Citizenship Development; (4) Linkage & Networking; and (5) Legal and Administrative, all guided by the principle of Knowledge Management. By aligning its efforts with the broader objectives of the Bicol LGRRC, the Sorsogon Sub-LGRRC actively supports the DILG in its pivotal role as the primary catalyst for excellence in local governance.
The Sorsogon Sub-LGRRC serves as a dynamic and interactive platform designed to meet the ever-evolving needs of local government units (LGUs) and various stakeholders. It plays a pivotal role in developing, brokering, managing, and facilitating the exchange of knowledge and information critical to effective governance.
Given the dynamic nature of organizational operations, it becomes imperative to adapt and evolve with the changing landscape. In light of this, there arises a necessity to revise and update the Manual of Operation to ensure alignment with current practices and emerging trends.
It is in this context that an updated Sorsogon Sub-LGRRC Manual of Operations is prepared.

KNOWLEDGE MANAGEMENT FRAMEWORK
The Knowledge Management Framework of the Sub-LGRRC aligns with the Societal Outcome of the DILG Outcome Framework, which aims for “Economic and Social Transformation for a Prosperous, Inclusive, and Resilient Society.” It applies as key strategies knowledge management, multi-stakeholdership, convergence and innovation.
Through collaboration with the DILG, Sorsogon Sub-LGRRC, LGU Sub-LGRRCs in the Province, Multi-Stakeholders Advisory Council (MSAC), and other stakeholders, the five (5) facilities of the Sub-LGRRC will be utilized to serve its clientele and partners, contributing to the achievement of this societal outcome.
