Cognizant of the vital role of the youth in nation-building, RA 10742, otherwise known as the “SK Reform Act of 2015” was signed in to law. This promotes and protects moral, spiritual and social well-being of the youth and instill among the youth a sense of patriotism, nationalism and other desirable values. The law also encourages the involvement of youth in public and civic affairs through the establishment of effective, responsive and enabling mechanisms in forging youth participation in local governance.

 Section 21 (b) of RA 10742 provides that the Pederasyon ng mga Sangguniang Kabataan at all levels, shall elect from among themselves the president, vice-president, treasurer, secretary and such other officers as they may deem necessary.

DILG Provincial Director Julius Rodel L. Cal-Ortiz, head of the Board of Election Supervisors (BES) together with COMELEC Provincial Election Supervisor Atty. Calixto L. Aquino Jr.  and Sangguniang Panlalawigan Secretary Hon. Rodolfo Dealca were tasked to facilitate the SK Panlalawigang Pederasyon Orientation and Election.

The said activity was held last June 13, 2018 at La Marie’s Restaurant, Flores St., Burabod, Sorsogon City participated by the fifteen (15) SK Panlungsod/Pambayang Pederasyon presidents. A panel of observers composed of OSCA Head Peter Henry Gallanosa (a CSO Representative), Maria Riza E. Dino (a DepEd official) and PNP Provincial Director Marlon C. Tejada was also invited to the activity.

The morning activities were focused on orientations. A lecture on the legal bases of SK Pederasyon; the powers and functions of SK pederasyon officers; election policies and reminders; and introduction of “Bantay-Kaagapay” were all discussed by DILG Cluster Head Rico E. Gaurino.

The venue was secured before the election proper in the afternoon. The summary of votes garnered by each candidate per position were as follows:

Immediately after the proclamation of winners, Atty. Renato Olbes, the Provincial Administrator, conducted and administered the Oath Taking Ceremony.
