Serve as a link in forging partnerships with LGUs and other stakeholder on local government initiatives.

Functions:

• Develop directory of experts;
• Facilitate network building;
• Facilitate information and development of the Communities of Practice; and
• Provide access to a network of coaches and experts in local institutions through referral or brokering services.
