As part of the DILG’s mandate under RA 10121 in ensuring LGU’s compliance with the requirements of institutionalization of DRRM Offices, it is essential for the DILG to provide further guidance and complementary engagement with various stakeholders, DRRM practitioners, MDRRMCs, public/private organization through Provincial Preparedness Dialogue.

The activity aimed to evaluate the implementation of the LISTO Protocols as indicated in the manual published by DILG for LCEs, MLGOOs, Chiefs of Police and Fire Marshalls. It was held last April 24, 2018 at Casa Dominga, Balogo, Sorsogon City. The participants were the C/MLGOOs, C/DRRMOs and the Sangguniang Bayan Member Chair on Environmental Concerns from all the 15 LGUs in Sorsogon.

There had been a fruitful discussion and exchange of ideas during the forum. Some of the issues and concerns identified during the 1-day training were:

  1. Absence of permanent personnel in DRR office,
  2. ICS not activated or made functional during onset of calamity due to lack of ICS trainings,
  3. LISTO manuals are not consistent with ICS protocols, and
  4. Absence of sanctions and penalties to non-complying LGUs with OPLAN LISTO Protocols.
