DILG Regional Office 5, in partnership with the Local Government Academy (LGA), the Vice Mayors’ League of the Philippines (VLMP), and Philippine Councilors’ League (PCL), opens the Newly Elected Orientation Course themed “Prime Leaders for Renewed Local Governance” for local legislators of the 18 LGUs of Albay on October 10, 2022, at Sheraton Hotel, Manila.

Regional Director Arnaldo E. Escober Jr., CESO V, acknowledged the hardship of public service and commend the men and women who despite of their comfortable life choose to serve especially with the challenges of pursuing good governance in these changing times of progress and technology. With such, the DILG will continue its mission to guide local government units as they reach their utmost potential. DILG is committed to continuously deliver excellent and innovative solutions anchored on the principles of transparency, accountability, participation, and effective local governance in line with its mandate.

Assistant Regional Director Jhoaden Lucero underscored in her message the significance of the orientation course for all local legislators for them to gain working knowledge towards becoming transformational leaders in their own areas of responsibility and introduced the Bicol LGRRC as partners in improving their service delivery.

Hon. Vice-Mayor Atty. Markgregor Edward C. Sayson – VMLP President, Albay Chapter, extended his warmest welcome to all participants from the three (3) Districts of Albay and guests. He encouraged his fellow public servants to continue working hard in exemplifying good governance and to stay committed to their people.

HON. Juan Miguel Ricardo S. Salceda – PCL President, Albay Chapter, shared about the collaborative efforts undertaken by the VMLP and PCL Albay for the joint conduct of the activity to materialize. Thanking his fellow legislators for their collective participation to the activity and encourage them to fully devote three (3) days in completing the orientation course.

To jumpstart the first day of the series of learning activity, Atty. Romeo P. Benitez, Director of the Legal and Legislative Liason Service provide insights on the Updates on Administrative Cases Quasi-Judicial Functions of the Sanggunian.
