The DILG Regional Office 5, thru the Local Government Regional Resource Center (LGRRC), takes part in the Regional Local Youth Development Officer’s Convention with the theme “LYDO’s: Higos asin sarong Hiro para sa Kahobenesan” on February 24-26, 2023 at Coastal View Resort, Sto. Domingo Albay spearheaded by the Provincial Youth & Sports Development Office (PYSDO) of the Provincial Government of Albay. This is participated by the Local Youth Development Officers from the six (6) provinces of the Bicol Region.

The resource persons from DILG R5 represented the following LGRRC facilities (1) Public Education and Citizenship Development and Linkage Facility, and (2) Capacity Development and Multi-Media & Information Management Facility and emphasized the importance of youth participation in local governance towards youth empowerment and development.

Peace and Order and Other-Related Concerns Section (POARCS) Chief LGOO V James Edward M. Pecson discussed the highlights of the Buhay Ingatan, Droga’y Ayawan (BIDA) program and the Seal of Good Local Governance (SGLG) focused on Youth Development as one of the areas of the SGLG assessment.

Meanwhile, Local Government Policy and Barangay Affairs Section (LGPBAS) Chief LGOO V Luningning Z. Brazil presented the status of compliance of Local Government Units (LGUs) to LYDO and Sangguniang Kabataan (SK) – related reports as of February 24, 2023.

On the other hand, Local Planning and Project Development Assistance Section (LPPDAS) Section Chief LGOO V Ivy S. Ramirez emphasized the importance of youth engagement in development planning. She also mentioned the roles of SK in the preparation of local plans like the Barangay Youth Disaster Risk Reduction Management Plan (BYDRRMP) and the process of requesting authority for Lakbay Aral.

Assistant Regional Director Jhoaden G. Lucero, CESO V, in her closing message, acknowledged the initiative of the youth on knowledge sharing through the activity conducted. Further, she encouraged LYDOs for collaboration on knowledge management with the DILG through its LGRRC facilities and to be active partners of the Department in empowering the youth in promoting good governance.
