The DILG Region V is in full commitment to fully enhance the capacity of the LGUs. In support of these endeavor, and as part of the Local Government Code month-long celebration, DILG R5 through the BICOL Local Governance Regional Resource Centers (LGRRCs) conducted the Ceremonial Launching of Larawan: Documentation of LGU Local Governance Models on LGU Service Delivery on October 23, 2022 at Ayala Malls, Legazpi City.

For its first year, three (3) commendable LGU Best Practices were documented by the Department through the Bicol LGRRC its Sub LGRRC and counterpart LGUs through audio visual presentation (AVP) namely, (1) the SPDRRMO’s Early Warning System (EWS) featuring One Tone and One Frequency and the Sorsogon 911 Citizenry Hotlines for the Province of Sorsogon; (2) Tricycle Boundary Hulog Project (TBHP) for the City of Ligao and the (3) AgriHOPE Farm for the Municipality of Barcelona.

The Provincial Government of Sorsogon has many commendable program and service that exemplifies good local governance and amongst this is their best practice in disaster preparedness and response mechanism that enables effective and timely delivery of services in time of disaster. The SPDRRMO’s early warning System (EWS) features a One Tone and One Frequency which is a radio communication facility used in broadcasting and disseminating real time updates on disaster reaching all of its component LGUs. The SPDRRMO also operates Sorsogon 911 Citizenry Hotline where thousands of calls have already been accommodated and immediately responded. They also utilize the Smart Infocast as online platform to reach communities.

The City Government of Ligao believes in delivering the best services for the Ligaoeños without compromising the environment, the livelihood of its people and other national policies. With such they have conceptualize the Ligao City Tricycle Boundary Hulog Project in compliance with the Clean Air Act and helped the tricycle drivers and operators in line with the complete phasing out of 2 stroke engines. And this has remained as one of their best practices since its inception on 2012.
Bent on achieving development goals, the local government unit (LGU) of Barcelona reinvented and repurposed its almost a hectare property situated in the upland and rural barangay of Sta. Cruz, Barcelona aligned with LGU’s vision and mission on growth moored on upskilling and building up people, and highlighting livelihood and tourism. LGU concretized the positive mantra: there is hope in agriculture, capsulized in the catchy phrase, AgriHope — a Tourism Farm Site. This best practice has also helped them in sustaining food supplies especially during the pandemic.
