DILG R5 has taken the initiative to spotlight the outstanding achievements in local governance by featuring the municipalities of Daraga in Albay, Goa in Camarines Sur, and Paracale in Camarines Norte through its innovative “Balangibog Program.”

This knowledge-sharing platform, introduced by DILG R5’s LGRRC, aims to promote best practices and the valuable contributions of LGUs towards the nation’s progress. The pilot episode of this endeavor was launched on October 17, 2023, in collaboration with the Philippine Information Agency (PIA), to highlight the accomplishments of Daraga, Goa, and Paracale. Featured for the pilot episode are Mayor Carlwyn Baldo of Daraga, Engr. Ronilo Jose Alarcon, Municipal Engineer of Goa, and Mayor Romeo Moreno & Vice Mayor Bernadeth Asutilla of Paracale.

The Department extends its admiration and commendation to these exceptional innovations from these LGUs. These include the Arangkada Banwa Mobile Lab and Clinic, which intends to provide Daragueños with free medical and dental services, the TUCAD (Trekking to Unlock Community Ailments and Difficulties), Goa’s innovation to strengthen the delivery of services to residents who dwell in the remotest sitios, and the B.E.S.T. Program of Paracale, which aims to strengthen the competency of barangays in undertaking their legislative functions.
