Department of the Interior and Local Government (DILG) 5, in partnership with the Local Government Academy (LGA) the League of Municipalities of the Philippines (LMP) conducted the NEO Orientation Course with the theme “Primed Leaders for Renewed Local Governance” on August 23-24, 2022 at People’s Mansion, Sorsogon City.
Sorsogon Provincial Governor Jose Edwin B. Hamor and Sorsogon City Mayor Ma. Ester E. Hamor, the Local Chief Executives (LCEs) of the host province and city, graced the event and expressed their warm welcome to the participating Municipal Mayors.
Following LMP Secretary General and Barcelona Municipal Mayor Atty. Cynthia Falcotelo-Fortes’ overview of the LMP, participating Municipal Mayors took on a series of sessions focusing on the essential elements of Local Governance. Further, the participants were engaged in a Talk Show/Dialogue with the Heads and Representatives from Civil Service Commission (CSC), Commission on Audit (COA), Department of Finance (DOF), and Government Service Insurance System (GSIS), National Police Commission (NAPOLCOM), National Economic Development Agency (NEDA), and Department of the Interior and Local Government (DILG), Department of Health (DOH), Department of Science and Technology (DOST), Department of Environment and Natural Resources (DENR), Department of Trade and Industry (DTI), Department of Information and Communications Technology (DICT), Department of Social Welfare and Development (DSWD), Department of Agriculture, and Department of Public Works and Highways (DPWH) to be guided on the mandates and services of various government agencies and receive timely and significant guidance on social, environmental, and economic concerns.
On the other hand, Camarines Norte Vice Governor Joseph V. Ascutia, Bulusan Municipal Mayor Michael G. Guysayko, Goa Municipal Mayor Marcel S. Pan, and Pilar Municipal Mayor Carolyn C. Sy-Reyes also stood in the spotlight as sharers of the best practices and notable achievements of their respective Provincial and Municipal Local Government Units (LGU) especially their remarkable efforts on the fight against the pandemic to give inspiration to their fellow attendees.
DILG 5 Assistant Regional Director Jhoaden G. Lucero, CESO V capped the sessions with a comprehensive guide on the formulation of the First 100 Days Plan and Executive Agenda and discussion entitled “Appreciating Capacity Development (CapDev) Agenda for Better Local Government Unit (LGU) Performance,” putting emphasis on the significance of CapDev Agenda in carrying out the LGUs’ development plan and the programs, projects, and activities (PPAs) in the context of full devolution.
Apart from these sessions, DILG 5 is proud to introduce and launch the Local Governance Audit Profile, one of the innovations of DILG 5 through its Bicol Local Governance Regional Resource Center (LGRRC), which was discussed by DILG 5 Local Government Capability Development Division (LGCDD) Chief Ma. Ruthel P. Gigantoca. Copies of the Audit Profile were distributed to the attendees during the orientation course.
As the NEO Orientation Course officially reached its culmination, the DILG 5 wishes for the NEO’s continued delivery of Matino, Mahusay, at Maaasahang paglilingkod sa bayan in championing for developed and peaceful communities.
