Pursuant to Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the Anti-Red Tape Authority (ARTA) – Southern Luzon spearheaded the Camarines Sur Ease of Doing Business (EODB) Orientation and Memorandum of Understanding (MOU) Signing with Ateneo de Naga University on March 6, 2026 at the Richard Miguel R. Fernando, S.J. Conference Hall, Ateneo de Naga City University, Naga City, Camarines Sur.
The activity was graced by ARTA Secretary Ernesto V. Perez, whose presence underscored the government’s commitment to streamline processes, reduce bureaucratic red tape, and promote citizen-centered service delivery. Joining him was Undersecretary Lea-Grace B. Salcedo.
The signing of the Memorandum of Understanding between ARTA and Ateneo de Naga University signifies a shared commitment to expand capacity-building initiatives by integrating ease of doing business and regulatory reform as special topics in selected academic courses. This partnership aims to help shape a new generation of leaders who are deeply grounded in the principles of efficient public service delivery, regulatory reform, and citizen-centered governance.
Likewise, an Ease of Doing Business Orientation was conducted for participating government agencies to further strengthen awareness and understanding of the provisions of Republic Act No. 11032. The activity also served as a platform for dialogue and engagement among stakeholders toward improving government service delivery and reducing bureaucratic red tape.
DILG 5 Regional Director Atty. Arnaldo E. Escober, Jr., CESO III attended the activity in support of initiatives that promote regulatory efficiency and strengthen the implementation of EODB reforms among local government units in the region.
