DILG Region 5 culminated its two-day journey on the NEO PLUS: Transformative Leadership for Elevated Governance (Refresher Course for Re-elected Officials) held on September 23-24, 2025 at Melad Hotel, Sorsogon City, where the re-elected LCEs along with their Vice Mayors and Sanggunian Members in the Provinces of Masbate and Sorsogon took their steps into public service armed not just with titles, but with purpose, insight, and a renewed commitment to lead with integrity.

From inspiring opening messages to dynamic exhibits and networking lounges with partner agencies, Day 1 set the tone for collaboration, curiosity, and capacity-building while the Day 2 were no less than transformative – featuring speakers on crucial topics from ethical leadership and economic growth, to climate resilience, peace and security, and smart innovations in the public service.

Every session – from plenary discussions to parallel breakouts, have sharpened their leadership toolkit, rediscovered the weight of public trust, and reflected on their evolving role as catalysts for change in their communities.

DILG 5 closes this chapter for the second batch of the NEO PLUS: Refresher Course on its second day in consideration of the impending severe weather disturbance. The third day will be conducted separately via zoom platform.

As they return to their home province, the DILG 5 hopes that they carry not just plans, but a promise towards building stronger partnerships, driving inclusive development, and delivered the Matatag, Maginhawa, at Panatag na buhay for every Filipino.
