Reinforcing the Gains of MASA MASID in Barangay Governance

 

 

The MASA MASID program was launched in 2016 and true to its mandate, the DILG Camarines Sur Provincial Operations Office had conducted various activities to implement the program such as organizing and orienting the different groups under the MASA MASID. Now that the program is in place in the LGUs, there is a need to sustain and strengthen the gains of the program, particularly in the barangays to ensure that targeted impacts of the efforts to suppress criminality, corruption, and illegal drugs are felt within the smallest political unit.

Simultaneous activities which ran from April 12 and 13, 2018 covering the 37 cities and municipalities in the province of Camarines Sur were the Punong  Barangays  and the City/Municipal Accountant as the Chairman of the City/Municipal Audit Team. They were informed and updated on the programs and vehicles implemented and established at the barangay level where the gains of the MASA MASID can be reinforced. These were on  Anti-corruption Program:  Barangay Full Disclosure Policy, Conduct of Barangay Assembly, Organization of Barangay lnventory Team {BlT) and the conduct of lnventory and Turnover of all incumbent barangay officials. On Anti-illrgal Drugs: Organization and functionality of BADACs and Barangay Drug Clearing Program. Lastly, on Peace and Order: Organization and functionality of BPOCs, Organization of BPATs and the Formulation of BPOPs.

Likewise, in anticipation of the upcoming barangay elections, it was emphasized that the gains achieved by the program should be mainstreamed in various transparency and accountability mechanisms in place at the barangay. Particular attention was given to the conduct of inventory and turn-over of all barangay properties, financial records, documents and money accountabilities of all incumbent barangay officials.
