LEGAL BASES
Pursuant to Section 397(b) of Local Government Code of 1991, all barangays shall conduct, at least twice a year, barangay assembly to hear and discuss the semestral report of the sangguniang barangay concerning its activities and finances as well as problems affecting the barangay. Its meetings shall be held upon call of the punong barangay or of at least four (4) members of the sangguniang barangay, or upon written petition of at least five percent (5%) of the assembly members. To further institutionalize this provision, President Benigno Aquino III signed Proclamation No. 260 (as amended), declaring Last Saturday of March and Second Saturday of October 2011 and every year thereafter as Barangay Assembly Days. This First Semester, the Barangay Assembly was conducted on March 26, 2016 pursuant to DILG MC No. 11 dated January 27, 2016. The DILG Regional Office V chose Barangay Palestina, Pili Camarines Sur to be showcased in the March 26 Barangay Assembly.
HIGHLIGHTS OF PALESTINA BARANGAY ASSEMBLY
Palestina followed the proposed program for showcased barangay in accordance with the DILG MC 2016-011. Below are the highlights discussed as follows:
- Prioritized Project for the Barangay BUB: (PHP 1,000,000.00)
- Fencing of Palestina Elementary School – P800,000.00
- Drainage along Palestina Elementary School – P200,000.00
- PO3 Eleno Calongui discussed the PNP’s Accomplishment for their Oplan Lambat Sibat , particularly their campaign against anti-illegal drugs. For Jan-Dec 2015 they had 21 operations and 27 apprehensions were made during these operations. He also reminded the attendees that wawreness starts at home and they have a responsibility as parents to diligently observe their children’s behavior, peers and activities. He also mentioned that the PNP conducts school visitations for awareness as well as partner with 4Ps during their Family Development Sessions.
- Michael Burce also reiterated that they have strengthened their Brgy. Anti Drug Abuse Coucil (BADAC) as instructed by the Punong Barangay Hon. Efren Amesola pursuant to the latest DILG Memorandum Circular revitalizing the C/M/BADAC. He emphasized the barangay as the first line of defense against illegasl drugs through the campaign MASID (Mamamayan Ayaw sa Iligal na Droga) and that the BADAC has prioritized Advocacy through the conduct of symposium participated by the BADAC members, Tanods and Youth. and their regular IEC campaign in schools, through homeowners’ associations and similar groups operating in the barangay. He also reiterated the duties and functions of the BADAC members and informed the assembly of the composition of the revitalized Anti-Drug Abuse Council. He also asked for the cooperation of the assembly members present in informing the barangay officials of any suspected drug operators (pushers, users) and other illegal activities that may be happening in the barangay.
