The Climate and Disaster Risk Assessment (CDRA) process provides LGUs the necessary planning information to supplement the CLUP process. It also enforces the process in Comprehensive Development Plan (CDP) formulation through identification of priority decision areas that needs to be addressed.

In order to provide LGUs with better understanding of the CDRA process, the DILG Camarines Norte Provincial Office conducted the 2-day training-workshop on the CDRA Tool focusing on Data Gathering.

The activity was participated by Municipal Disaster Risk Reduction and Management Officers (MDRRMOs) and 2 MDRRMO staff, Municipal Planning and Development Coordinators (MPDCs) and 2 staff, together with their respective Municipal Local Government Operations Officers (MLGOOs). There were only ten (10) target LGUs during the training; LGU Jose Panganiban and LGU Sta. Elena were excluded since they were already part of the pilot LGUs of the same training-workshop.

The 2-day activity was facilitated by DILG Camarines Norte Provincial Office. The invited resource speakers were Mr. Aivin Naing from MDRRMO-Daet, and Mr. Joey Totanes from PDRRMO; they discussed the different steps in the CDRA process. The workshop activities were facilitated by the in-charge speaker duly assisted by DILG training management team.

In order to ensure hands-on learning of the participants, the training management provided each LGU participants with USBs/flash drives with e-copies of powerpoint presentations of lectures, and the different templates of the CDRA tool. The participants were also requested to bring related documents/data deemed necessary for the workshop activity; thus, ensuring that they will already input actual data during hands-on activities. During the Impact-Chain Analysis workshop, the participants were given the chance to visit/comment on the output of other groups through World Café.

The resource speakers finished all lectures discussions during the first day activity to give ample time for the participants to work on the required outputs, and considering that the second day of the training activity (November 11, 2020) is the expected landfall of TD Ulysses in the province. The training management decided that the second day will be dedicated to workshop output completion, and that will only be a half-day activity to give time for the participants to go home before the expected landfall of the weather disturbance. Before they were dismissed, the participants were instructed to prepare their action plans for the conduct of CDRA in their respective LGUs.
