Local Governance Regional Resource Center

For the past years, the Department of the Interior and Local Government (DILG) Region V has shifted its mode of providing services to local government units (LGUs) from the conventional to a multi-level approach ensuring that the mandate of the Department towards the establishment of good local governance is realized. This scheme, which spelled a big difference to LGUs, is implemented through the various services of the Local Governance Regional Resource Center (LGRRC).

The Bicol LGRRC, established in 2005, is created to promote a culture of learning, knowledge sharing and utilization and networking towards excellence in local governance. Bicol LGRRC has five (5) major services: the Capacity Development Services; Linkage and Networking Services; Multi-Media Knowledge and Information Services; Public Education and Citizenship Development Services; and Legal/Administrative Services.

The LGRRC serves as the mechanism in carrying out the mandate of providing capacities to LGUs through capacity building, advocacy, linkage and networking, brokering, outsourcing, infrastructure support and research services. Originally, the services of LGRRC are being delivered through its physical center; however, it eventually expanded into a virtual center to cater to the changing needs of LGUs as well as to enhance access to knowledge and services. The Bicol LGRRC obtained funding support from the Canadian Government through the Local Governance Support Program (LGSP), the Spanish Government through the Agencia Espanola Cooperacion Internacional para el Desarrollo’s (AECID) Strengthening Local Governments in the Philippines (SLGP) Project and the European Union through the Strengthening LGRCs in the Philippines Project. All these financial and technical assistance were made possible through the help of the Local Government Academy (LGA). The DILG regional management now aims to sustain Bicol LGRRC as a knowledge-centric organization

Foster and sustain strong partnership with multi-stakeholders anchored on shared goals towards an effective and efficient knowledge management.

Develop a well-structured, responsive and updated knowledge products accessible in all multimedia formats for sharing and use by multi-stakeholders.

  • Public Education and Citizenship Development Facility

Pursue a more inclusive information, education and communication strategy to enhance public awareness on best practices on local governance, citizenship and love of country.

  • Legal and Administrative Facility

Promote awareness in compliance with laws, rules and regulations and administrative issuances relative to local governance.

In all LGRRC programs, maximize the use of appropriate information and communication technology in sharing and promoting knowledge products such as manuals, brochures, AVPs and other printed materials through traditional form of media and online platforms (e.g website, social media, webinars, Zoom meeting, townhall meetings). All knowledge products published shall adopt a minimum health and safety protocol to inform all users of the prevention of COVID-19 and other diseases.


The Bicol LGRRC strives to institutionalize the culture of learning and to engage in strategic collaboration through knowledge management and holistic interventions in ensuring effective, responsive and empowered LGUs/communities.
