MULTI-STAKEHOLDERS ADVISORY COMMITTEE
The MSAC is a network of institutions collaborating together to leverage and share internal and external knowledge for local governance capacity building and performance excellence.
To formally constitute the MSAC, the DILG Region V has to enter into a Memorandum of Agreement (MOA) with representatives from the NGAs, Local Government Leagues, NGOs, Private Sector, Learning Institutions and Media.
Criteria for Membership:
- willingness to share knowledge and information;
- a stakeholder of local government development; and
- an advocate of good governance.
As an Advisory Council, the MSAC shall perform the following functions:
- Recommend policies, programs and strategic direction to improve the operations of the DILG RV LGRRC and its networks
- Identify and propose areas of convergence to integrate and harmonize the various programs of the different parties or stakeholders
- Provide appropriate support to the LGRRC
- The DILG Regional Director will serve as the Chairman of the MSAC who will lead the LGRRC MSAC and preside in its regular or special meetings; the Vice-Chairman, in case of the Chairman’s inability; and at least five (5) other MSAC officers as they deem necessary.
The MSAC members will necessarily disclose or make available to DILG V LGRRC certain information or data of relevant services under the MOA. If during the period of this Agreement any Party or Parties create original work of authorship, such work can be shared to the LGRRC.
